Is the coal boy a child or an adult?
He looks like a young teenager, but has the voice of a middle aged man. I honestly can't tell if he is just a small man due to being poor, therefore having a bad diet, or just has an unusually deep voice.

Poor families have to get work whereever they can.
Remember where Arya ended up? a bunch of children and adults where forced into basic slavery...
I think he's a child: after all, if he really works for wee ol' Varys, he will be a child like all other Varys' Birds.
At least that's what the last book told us.
I don't think we can trust him in any case, nobody offers help in GoT for free.
