After looking over your support tool information, it seems that your Steam Client, and the game, are installed to two different drives on your computer. (E:/ for Steam, and C:/ for Game of Thrones. I recommend either reinstalling the game to your E:/ drive, or reinstalling the Steam Client on your C:/ drive, then start the game, and you should not experience this issue again.
HI, tried again, still no help:

Can you please clarify which method you tried? If you are still experiencing the problem, I noticed that Steam is still located on your E:/ Drive. I recommend try installing the Steam Client to your C:/ Drive, then start the game, and the game should launch successfully.
I have tried both:
1. Moved game into STEAM drive on E, didnt work.
2. moved steam to C drive along with the game, still didnt work.
I even found the registry entry for telltale games and manually updated them, still didnt work.

If you still experience the black screen after the game is installed to the default location, please try the following potential solutions:
1) Ensure you have the latest drivers for both your graphics card, and your computer’s BIOS
2) Unplug your gamepad (and all other USB devices other than keyboard/mouse) and plug in headphones to the audio out jack.
3) Verify your cache if you purchased through Steam (https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335)
4) Run the game as admin
5) Run the game in compatibility mode (right click on game’s icon, click properties, click compatibility tab , and we recommend running the game in Windows 98/ME ) (We recommend Windows 98/ME)
6) Reinstall the game
7) Make sure that the Steam application is not set to a compatibility mode (right click on steam and click properties, then check compatibility, and make sure that it is not checked to play in a different OS)
8) Disable Steam Overlay, if you purchased through Steam (http://forums.steampowered.com/forums/showthread.php?t=3168263)
9) Opt out of the Steam Beta, if you purchased through Steam (http://steamcommunity.com/discussions/forum/1/828934424165581080/)
