finding seeds (minor spoilers)

i am having trouble getting the seeds needed to win the tic tac toe game. I know it's suppose to be by the news stand, but i can't find any!! I hear the guy saying things like "here pigeon!" but he won't drop any seeds,

how do i get him to drop seeds or whatever? thank you!

    There is no special trick. The first time Gromit walks by, there should be a cut-scene where you see Mr. Gabberley feeding the birds. After that you should be able to see a pile of seeds on the street in front of Mr. Gabberley's window.

    i think my game is glitched!! I have a press copy so they are always made before the real game. POOP!

    It's possible as well that the timing isn't right for the seeds. I know the first time I was in that area they weren't dropped. I'd say wait for the official walkthrough and then if you're still stuck blame it on a glitch.
