Muzzled - Act 1 - In the basement

I've been struggling with this for 4 mights - The dogs are in the basement, with W&G. I've already sussed the handle, but I cannt find the lever or progress any further despite wandering round town and to the Kitchen, the only other places I can go. With no Walkthrough for a nudge... can anyone assist?!

    Been there, but nothing untoward. I've a hole that Felicity is quite upset about, what looks like a mini- pond, and a finlly a circle of fresh soil. All of which Gromit can only look at.... :(

    I found that the handle and lever had to be replaced in the correct sequence
