Why do so many people think Varys is involved?

So I have heard a lot of people put out there that Tom is working for Varys. I just think this is silly and we can't expect every character from the show to be involved with the Forrester storyline.

    the file name for coal boy's model in the game files is little bird and that is what varys calls his spies

    I've said this before and I'll say it again people need to consider the possibility that Tom's boss isn't a canon character from the show/books.

    Let's be real here, Varys is involved with everything in Kings Landing. So him not being involved would be more shocking than him not being involved with anything.
