Who Left Lily's head (disguised as Snow's) on the doorstep of The Woodlands?

I just recently thought about this. At first I was thinking that it was Nerissa, but she only claimed to have left Faith's head at The Woodlands. I couldn't seem to find the answer myself so here I am asking what you guys think.

    Nerissa that may or not be faith.

    EDIT: i'm dumb, i think georgie put it there as a warning, because she looked like Snow and all idk.
