Family Matters reference?

Is Reginald Van Winslow a Family Matters reference? He resembles the actor who played Carl Winslow, Reginald VelJohnson and his name appears to be a mishmash of the two. I hope so because I was more amused by this than I probably should have been.

    Winslow seems to be rocking the Alice in Wonderland references.

    I definitely picked up on that, and it made me rather happy, intended or not. :D (As the founder of VelJohnsonism, I always keep an eye out for Reggie references :P)
