im pretty sure he is speaking of the rating classification that determines the age group that the game will rated as . Example : rated E for everyone or rated r for adults . And the game normaly releases 2 or 3 weeks after the classification

I think it might be bigger than 700MB because episode 3 was originally 1.8GB so for starting size Episode 4 is 100MB bigger.
