PSN updates around Noon (pacific time). If we're lucky, it might happen a bit earlier, but I'd say no earlier than 11am.
There are three places you can keep an eye out for the episode: with the PSN store website, the store on the console, and within the game itself.
Like with the final episode of TWAU, the episode appeared for download within the game under the "episodes" tab before showing up in the store.

I have a question.Where the hell is Eddie?!We can see him in the picture for episode 4,but he's not in the episode.We can also see in the picture for the episode that clementine is smearing blood on her face,yet we didn't see that in the episode either.It was a great episode,but it is a shame we didn't see anything related to the picture yet.
