PSN updates around Noon (pacific time). If we're lucky, it might happen a bit earlier, but I'd say no earlier than 11am. There are three places you can keep an eye out for the episode: with the PSN store website, the store on the console, and within the game itself.
Like with the final episode of TWAU, the episode appeared for download within the game under the "episodes" tab before showing up in the store.
