Magic/inconsistent writing. It's how Nick can get eaten by one zombie in Episode 2 when earlier he fought off a pack while drunk.
Personally, I prefer thinking Carver's community still has a chance rather than assuming that they were that moronic enough. I dislike the insinuation that without Carver to guide them, they're all a bunch of incompetent numbskulls.
So no barricades, nobody to watch their backs, nobody down on the lower levels to raise the alarm. Just spraying valuable ammunition without even bothering with accuracy.
It's illogical on the writers' part to make us assume that these so-called "hardened survivors" are actually incompetent idiots.
