No, it does that sometimes before a public episode release. I think it means the episode is on public servers, but that Telltale can't allow people to download it before the digital stores are scheduled to release it.
I'm only a volunteer moderator making an educated guess and not Telltale staff, so don't take that as an official reasoning for it.
