If you refused to take the nail file Jane has some matched that she uses to light the fire so Bonnie probably borrowed them.
She tried helping us after Arvo shot us, but she left.
But then why didn't she give them back to light the fire for Clem if you took the nail file?

Jane lost them and if Bonnie had them why didn't she use them to start the fire for Clem?
On my playthrough where i kept the nail file Clem hands it to Jane and she uses it to light the fire by striking a flint.
I'm not sure, maybe Jane helped her offscreen?
