It's the fact that it was never made clear what happened. The gunshot happened off-screen, and then Clementine demanded to know what happened to her when she saw Victor at the stream. My logic is, if it was meant to be obvious that she was dead, why drive the point home that Clementine apparently doesn't believe it herself and never received an answer from Victor?
It's at least more of a reason to think she's alive than anything pertaining to Kenny's survival at the alleyway, where "he ran off-screen!" turned out to be the one and only reason we were supposed to accept that he survived.

But a lot of government buildings have similar domed architecture (e.g. city halls), and I thought it looked similar to this building across the river from the observation deck:
You can clearly see a three-domed building. This appears to be next to the church, which I cropped out.
But like I said, it doesn't match up with the building from Bonnie's photo; the two domes on either side seem to be too big to match the building's in the photo. So yeah, Bonnie's probably in front of the Capitol. She looks like she could've been a student (backpack, younger, different hair).

Christa's fate should have been more clear this time from Telltale. But from Kenny's fate, it gives us hope knowing that any character who isn't seen dead is in fact still alive.
Take Lilly for example. I'm positive that she is still alive, and even Kenny's VA considers her alive. Sadly, Telltale had problems bringing her back when she was confirmed to cone back. But Christa isn't Lilly. Christa is a Kenny situation. Yea, she got attacked by bandits, but we only saw the dead bandits, not Christa's body. She's definitely missing, and there are no answers!

You know I do hope they are used in the last episode, or...if not then maybe for the Season 2 DLC we see their fates and maybe...just maybe...they'll be worked into season 3.
The seed of Christa's survival is something that the writers planted in our heads by having Clem hope she's not dead. You can ask Matthew and Carver in Episode 2 about her. Episodes 3 and 4 were written by guys who didn't know about Christa, but I hope Episode 5 will finally resolve what happened with her.

As i'm not from America i don't know what all the American government buildings look like so i just saw it as the Capitol building as it's the most recognizable, but yeah Bonnie does look a lot younger there and most likely visiting D.C. as a tourist or student.

I don't know. Shooting a moving target in a dark forest seems difficult to me. It's not inconceivable that they missed.
But yeah, it's mostly wishful thinking and wanting to get some questions answered. For me at least.
