Robert Kirkman said that they will not leave America in the series and since the game has to go in canon with the comics it probably not going to happen. I still think it would be cool to see different places though, don't get me wrong.
Buildings mean getting trapped or stumbling on unseen hordes. Remember Savannah from S1. That's why they stay away from cities. It's one of the last pieces of advice you can have Lee give to Clementine.

Thats actually a good idea. I'd love for the dlc to start with different characters in those different countrys. That would be fun to play
