Jane was trying to show Clementine that Kenny is broken. that kenny will get everyone killed with his behavi… moreor. but the plan that she had was insane, she hide the baby and told Kenny that it was an accident. She knew what Kenny would do, and she did all that just to prove to clementine that hes insane.

She had no problem with killing Troy as painfully as she could. Her only issue was killing the Russian guy was the fact that she didn't know him at all. I don't really think its a ringing endorsement for her being a good person.
