Well, I certainly wouldn't blame Clementine if she did have a little crush on Luke. He's brave, kind, honest, handsome and he gives her the respect that she deserves. Luke's quite the catch. It's no wonder that both Bonnie and Jane liked him. I bet a lot of girls back at Carver's camp liked him too.
But that particular scene, when Clem tells Luke "I'd come back for you," I took it as her saying that she would always go back to help him/save him because he was her friend and she cared about him. Didn't really see any romantic inclinations when she said that at all. Why? Because of what she said after, when everyone started to stare at her. "You know what I mean." The way Clem says it, to me it sounds like she's annoyed/exasperated that everyone took her words out of context. Which I find very funny. I think Luke realized that and answered, "Thanks Clem. I'd do the same for you." Big time "Awwww!" there from me.
All in all, as someone who Bro-ships(Friendship only!) Luke and Clem, I loved those lines. It showed the loyalty they have to each other. Their friendship was one of my favorites this season.

I firmly believe that Clementine liking Luke is perfectly fine. An 11-year old girl having a crush on a 27-year old man is a-okay as long as the relationship goes no further than expressing nonphysical love (sexual intercourse), therefore the relationship between the 2 participants must be in a continual platonic state, refraining from turning to a sensual condition. The mere thought of Clem possessing a crush for Luke is absolutely adorable. ♡

I suppose when Luke falls into that lake Clementine can attempt to save him which implies she has feelings for him or ignore or just cover him which implies she has no feelings for him... So it is really decided by the player.
Just cover him? The best bet in that situation was covering him. He had a better chance of surviving by getting himself up than having Bonnie or Clem go in and break the ice for him. Had neither of them done that, he might've survived.
