She's had experience surviving in cold ass water, so we all need to thank Winston for helping her practice before episode 5, if it weren't for him Clem would have died.

What would be the better option here? The house was incomplete so wind chill would have an effect, it is the middle of winter so snow and low temperature would have an effect on Clementine too. I don't know if taking her clothes off would have been the wisest choice to make, but lets just chalk it up to Telltale don't want show any naked kids.
Perhaps they didn't know removing the rest of her clothing would help. I also think they were trying to avoid showing a nude 11 year old girl in their game. They could have inferred it, (IE, not showing below the neck or shoulders) but it would have still been extremely risky. I assume the group did not know that it would help, so they did not bother.

And i think TTG didn't want to show a little girl without clothes. And i wouldn't help her, because the house weren't full built, so the cold wind would make her freeze even more.
No, that jacket wasn't waterproof. Staying in wet clothes will kill you faster.
I get why they had her keep her clothes on for the game. You're wrong in stating that it's better to keep your clothes on if they're wet - even if they're thin. Wearing a wet t-shirt and pants would only make things worse, not better, regardless of how thin they are. Any survivalist will tell you that any wet clothes should be removed and dried to prevent hypothermia.
I suspect for gameplay purposes. They can't exactly have a naked 11-year old in their game, ya know?
