Chest and the shoulders are two different areas... It did not hit any major arteries. And she doesn't use her shoulder that much, believe me. Remember when Kenny got shot in season 1? No one? lol...
He dies from it. Unlike Carver and Clem, the former whom is able to shoot someone with the same arm that should have been crippled and the latter shrugging it off as if it was just a bee sting.

Uh... Clem took a .22L round to the shoulder. .22 rounds are pretty much the smallest and least harmful bullets you can get your hands on, so it's no surprise she survived. A crappy hunting rifle is far from a military sniper rifle. It's not as if she completely ignored a beastly anti-material 50 calibre gunshot wound.
