We know nothing about her motives beyond survival and a desire to pull Clem away from the group.
In fact all we do know about Jane is that she's impulsive, mercenary, unscrupulous, deceitful and more often than not puts her own needs first.

I just realized something. What if.... Katjaa and Duck never existed? I mean, when you think about it, it makes sense. It was actually all staged by Kenny and his two brothers, Lenny and Benny! The family in Jane's ending is actually them coming back for revenge! MIND=BLOWN.

If I had to guess it's because selfish/self-centered people with streaks of psychopathy are attracted to the idea of fostering, nurturing and raising a "powerful" acolyte like they're Sith Lords out looking for apprentices or something. They see themselves in a younger form and think that creating a duplicate of themselves will give them a legacy or the closest they could get to "immortality" etc. etc.
Because remember: Carver was infatuated with Clementine too.

Jane spoke a good bit about how she didn't like becoming attached to people, but she does it naturally. She became naturally attached to Clementine, and then naturally attached to Luke. She did show sympathy and understanding for the actions of Mike, Bonnie, and Arvo, saying that she "can't really blame them" considering the shoddy state of the group. If Jane only cared about herself and Clem, and nobody else, she would have absolutely despised them for what they did.
With Kenny and the radio, I am making a point about deceit. Being deceitful to accomplish an objective, whatever that objective may be. Kenny lied about the radio, taking the blame for it, in attempt to protect Clementine from getting hurt. Jane lied about the baby, putting herself in a serious risk with Kenny, in attempt to protect Clementine from getting hurt by Kenny at a later point in case she were to accidentally cause the death of the baby.
