Walkers aren't brain zombies, they're gut zombies. And yeah, as a general rule Walkers don't feed on the dead. There are notable exceptions, but there's no reason Carver necessarily has to be one.
I can understand walkers not getting to him. What I don't get is how there's one fly and no other sign of decay. Apparently a new walker can have the texture of a two year old dead body in seconds, but when Carver dies his skin remains the same tone for up to 9 days or more. I'm immensely confused. lol

Plus they had all that stuff about him in the recap at the beginning of Ep 205, so why not give his corpse some plot armor?
