The Man on the Radio
First off, no I do not mean Clem's radio, I mean Tavia's. In 400 days in the end Tavia talks to a man on the radio. It is clear now where they were going, to Howes. The thing about it though is, who is this man?
It doesn't sound like Carver nor Troy. It could be Carver if he decided to smoke a thousand cigarettes in between 400 days and 16 months but logically I dont think so. Also this man honestly seemed concerned about rescuing survivors and having a happy safe community, again this could be Carver, if he was nice before.
Now there is a few theories, it was George, or it was the man Kenny shot at the lodge. I would like to think it wasn't lodge man, however we never heard him talk, he did seem like a normal guard. The more probable answer is George, Carver's right hand man, he assisted on getting survivors to Howes by keeping track of survey missions and supply runs. If it was George it would sound like George was nice and when the cabin group was escaping he tried to stop them and ask them to return, of which Alvin shot him. This could be random Nick dialogue but Nick does say "Alvins in front of me and he would take that shot", maybe he says this from the escape from Howes when Alvin "Took the shot".
Another possibility is a random guard, the one Tavia was talking to when we were stealing the radios sounded similar.

Actually, the guy Kenny shot at the lodge DOES say a few things and is voiced by the same guy who voice the radio survivor in 400 Days.

He does...I forgot, he doesnt play that big of a role though.
It was most likely Carver, but they hadn't gotten a voice actor for the character yet, if I remember correctly the stranger has 3 voice changes.

Yeah he does, I thought about that while writing, but it would be more interesting if we think of it as someone other than Carver.

It could've even been Luke. Remember that Bonnie once said that Luke had different ideas on how to run Howe's as a community and that Carver was different at one point. The 400 days radio survivor's dialogue IIRC stated he wanted Tavia to only bring willing new members, as they "were" building a society full of good people. Then add in that some characters on a radio in this game have been known to sound slightly or completely different in person, such as the Stranger or Hank, and that some characters have a change in voice actors when given a bigger role that requires a more extensive amount of voice acting, such as Clive and Boyd in 400 days.
Thats interesting to think of Luke, hell it could've been him. I think that is theory that is around the same level of believablity as the George theory.
