If Bob was bitten, it was under the water. He was acting strange before he went outside, meaning he was bitten earlier.
No, he's bitten. We get tells when he leaves the party, cries alone, and asks for what seems like a last kiss. That's consistent with someone leaving to die alone.
He was bitten in the water, walked back and had a nighttime dinner. Whatever causes zombification has well circulated through his system by that point and it's too late. Also, they wouldn't cut off a leg, cook and eat it without noticing the bite. It was the other leg.

2: untainted meat. It is possible that Bob has not been bitten at all and is in fact not tainted meat, which means he may end up like Hershel did.
3: Previously tainted meat. It is possible that Bob was bitten on the leg, and when they chopped it off they saved his life.
