Besides the "But Gareth is hot", I did make my say in it. I said "I don't know," which in all honesty, I don't. I don't know if in this case… more it's okay to be evil. Not to mention if I say Gareth, the character, is hot, aren't I really saying that Andrew J. West is hot? Because to me, he is. And I really like Gareth's character, I think he's an excellent villain with a philosophy that's intriguing, but wrong. Gareth is a fictional character, doing bad actions in a fictional story. Key word: Fictional. Humorous approach or not, his appearance shouldn't have anything to do with his actions.

Firstly, I felt kinda sad for Gareth in a way...You can't just help but pity him when he begged for his life when he had his fingers blown off. Also, I liked how they showed us a flashback on how Terminus became cannibals. At least, we know the reason why.
But regarding if it is alright being evil in a Zombie Apocalypse. I think it depends on how you see it. Considering how I acted in the games, I think I will be thinking of me and my group's survival. I have done things that may be seen as evil, but I was never motivated by evil intentions, only survival.
What Gareth and his group did however. They put up those signs, giving survivors false hope in order to capture them and eat them. He hunted Rick's group. He could have left Rick and his group alone and survived elsewhere. Instead he hunted them, even through he knows that Rick has every intention of killing them. So yeah, his actions could be seen as evil and unnecessary.
There's a difference between jacking off and having sex, only because the outcum (lol a pun) is the same doesn't mean that some people are satisfied.
This, plus the knowledge that you won't be punished can have certain effects on these people. Also, most rapists we've seen were ugly and would never have been laid, so they see it as a chance.
