Carver, but I'm probably in the minority.
Can I say Gareth is my favorite villain so far because he was creepy and interesting. (and he is hot... that's not the most important thing but whatever.)
The second would be the TV show Governor, then the stranger, and I don't know shit about Negan other than he killed the love of my life (...Glenn.) so fuck him
I haven't got to Negan yet in the comics, but I heard he's really bad and killed Glenn. I think Carver is more evil and far worse than the Governor from the show and comics.

Carver is the smartest, The Governor is the most ruthless, the Stranger is this crazy mofo that you just need as a villain from time to time, and Negan is the biggest asshole.
Really hard to decide, I hate them all. But I like TV Governor the best I guess, mostly because Carver just being evil because
The stranger was a little too predictable, and Negan is just an over-the-top asswipe, and I don't only hate him as a 'person', but also as a idea (if that makes any sense, probably not but whatever).

I liked the Stranger because he caused the most mystery and intrigue throughout the story. The governer was too unrealistic. A TANK? WTF!? Carver needed more screen time. And Negan is just an asshole. PS I'm back for those of you who remember me :P

Carver is better the Governor was pretty good and Negan is way to annoying.

As far as writing Carver even though he turned out to be disappointing in Episode 3. Then Governor since he does have a story to him. Negan is funny but his writing is WAY too bad. But as far as the worst. Big G because Carver was more about discipline and Negan was doing it to get a rise.

The Stranger was more interesting, sympathetic, and was a good foil for Lee, I'd take him over, "I'm just here to be the crazy, idiotic villain" Carver.
Technically the tank didn't belong to the governor nor did he drive it. The unrealistic part of the governor for me was how he got out of a room full of walkers with no bullets -.- then again how did the Walker eat Lori's entire body bones included (ノ_<。)
