I'd chose Wellington. Place is a fortress and is more or less impenetrable. Probably the safest place in the post apocalyptic world
Kenny vs Jane:
Kenny. People don't understand that he's had a child and knows how to take care of children opposed to some tom boy whose always pissed.

I love re-hashing this choice over and over again.
Where to even start.
I won't go into specifics, but suffice to say this: there are many arguably reasons why Kenny may be preferable to Jane and Wellington to Howe's (and of course vice versa). None of them are shown in your post, least of all Jane being a 'tomboy' (what does that even mean? The non-sexist answer, please.)
Wellington because Christa and Clementine were heading there at the start.
Wellington and Howe's are both pretty secure. Had Troy not dinged the truck against one of the doors, none of the walkers would have gotten in. Really, both places seem like fortresses.

You know, at the time, going back to Howe's made no sense to me what so ever. For one, despite what Jane thought, the herd could have still been there, or still in the area. Or even worse, Tavia and the others could've successfully fought off the herd and would've executed Clementine and others on sight. Which is something that is still possible assuming there were survivors from the Howe's group that simply left until the herd moved on and have every intention of circling back. Needless to say, Wellington was always my destination.
Now on a personal level, I don't like Kenny or Jane, but I think Kenny is the lesser of two evils (by A LOT). My Clementine and AJ are in Wellington right now.

I'm in Wellington alone with AJ. Let Kenny go on his own as I can't really trust him not to break down as well as he can't trust himself. Felt logical and right in the end. Though I felt terrible standing back and letting Kenny kill Jane.

I think Wellingtons probably the safest. Yeah we don't know these people but they seem nice enough seeing that they were giving out bags of supplies to any random survivors they couldn't take in.

Kenny had been with Clem and Lee from the start, Jane had been with you for a couple of episodes/weeks. Howes was being run by insane people and had been run to madness when the herd came, Wellington is where Christa was headed and it seemed to be a hell of a lot safer then Howes was considering the word about it had spread when Howes hadn't been spoken about. So I chose to go with Kenny to Wellington. When I did get there I decided that Kenny, AJ and I were all leaving, as a family. You can't leave Kenny like that he would die out there, He kept you alive for the majority of season 2 and everything he did was to protect you and later on, AJ. It's the same as if you had that option with Lee, Would you have left Lee just to go to a town which, for all you know could have you treated worse then you were at Howes? That's How I thought when it came down to it because Kenny cared for you a hell of a lot more then the Cabin Group did! They locked you in a shed but hell if it was Luke the majority of people would have stayed with him. Kenny had kids in the past and he knows how to care for them. AJ would be better off in Kenny's hands then a stranger who probably had never had kids before. So that's why I decided that staying with Kenny was simply the best option.

Probably Howes is safer. The more people there are, the more likely one will turn bad and bring the whole place down. Also much more likely an inside walker spread if one person dies unnoticed. Wellington has a lot of people.
Kenny wasn't the best parent but he's definitely better than Jane. Jane is an idiot when it comes to taking care of kids
They are 2 different characters but they treated Clementine quite similarly, while Lee didn't kill as often they both cared for her with a burning passion (Cheesy but true). They both only ever wanted the best for Clem and in Kenny's case AJ. They may have been very different but when you look at it they were quite the same too. Kenny would have never done anything to hurt Clem, EVER. He even stated that! That's why I felt that leaving Kenny was simply just to hard to do. I didn't want Clem to be alone y'know? Seeing her say goodbye to Kenny would have been far to hard on me, and seeing her stay with Kenny still was! Lee would have done the same as Kenny and told her to stay in Wellington, and for that reason (and many other reasons) I wanted Clem to stay with Kenny because he was all she had left of her original group, and sometimes friendship can be more important than survival. Family is the most important thing in a world like that, always stick together no matter what the odds are, would you rather survive alone and be forced to start over, knowing that you had left someone to die just for your own safety, or die as a family, die with the people you love?

In my head cannon, and probably the terms I'll be leaving this fandom on if Clem is in Season 3 as the protag, is that Clem and AJ are with Kenny after leaving with him and not going into Wellington. Months later they make it into Wellington and live happily ever after. Kenny finds another foreign chick maybe.
Kenny wouldn't abandon Duck or Clem like Jane abandoned her own sister.

It doesn't matter that we'll see Kenny die or Jane because of TT.. What matter's is the choice we all made in the moment. We can't really control the future, only the moment we are presented with.
I went with Jane to Howes not because I was worried about Kenny.. I know Kenny would never intentionally harm Clem or AJ and after all the time we've had with Kenny it was just so hard to decide to shoot him. The only reason I did was because I felt Clem would have a better chance to survive learning from Jane. I never preferred Jane over Kenny, I hated what Jane did in making Clem have to make that choice, but when faced with the simple decision of who I thought, in that moment was best for Clem, I chose Jane.
I pulled him up because I don't care how hard he done fucked up he was quirky and adorable xD
Kenny was the safer option for me but people have valid reasons to like Jane, I just felt she had a bad plan to go back to the place that tortured them.
