It's not currently a perfect solution, but you can see that when people are banned they get increasingly less likely to keep going around it.
Otherwise we would still have as many spammers as we used to.

Eighteen. It's became quite common for kids to get drunk once they turn 18, just because they can legally buy alcohol. I once know a guy who got drunk, climbed onto the roof of a tall building and jumped out of it completely sure he will be fine after that. Maybe I have bad experiences, I don't really know, I just find it stupid what alcohol does to some people.
