First of all they aren't breaking a law, 1st amendment. Second of all, you can kill tons of people throughout the season yet you complain ab… moreout a choice to put a dog out of its misery? The scene isn't suggesting it to be "fun" to kill a dog, matter of fact it was a hard choice for me.

I am a dog lover, I've been a professional dog groomer for the past 13 year's and even I think this is ridiculous.
It doesn't 'promote' animal cruety, it display's a natural reaction of a person defending themself from being attacked. If you remember, Clem was nothing but kind to Sam and didn't intentionally kill him. What she did do was end his suffering.

Clem was just defending herself and it's an apocalyptic world, things worse than this are happening. And even when she realizes what happened to the dog she feels sad about it. I also find Luke's remark rather stupid when he says to Clem "you don't kill dogs" because she had no choice. If a dog was attacking you, would you let it kill you whitout trying to save your life ?
This is basically how people act on Tumblr whenever people don't cater to them. I've seen it happen, and it's the stupidest crap ever. But, of course, we have to cater to everyone, right?!1!!
