Why weren't Maggie, Otis, Billy and the twins in A New Day

Too distracting for the plot to go Telltale's way. Plus they would have to make new character models and hire VAs. You just have to assume that they were dong something else while the story was happening.
Something more important than the death of one of their family members?
I choose to believe Arnold and Billy weren't home at the time kinda like Shawn the day before for one reason or another, as they would otherwise be out there helping Shawn with the fence, I imagine. In fact, do we see the truck Shawn was driving when Lee wakes up? I don't recall seeing it on the property in the morning, just Kenny's truck.
So unless I'm mistaken, maybe they were off checking up on Ol' Breckon or one of the other farms in the area or something, maybe with Lacey as well, and Maggie and the twins were told to stay inside by Hershel when he went in to get his gun. I can see Hershel telling his family to stay inside and not come out, but I imagine if everyone was there, at least the eldest would have run out to see what was going on with Shawn.
I also wonder which sister Hershel was talking about. I'm like, "Uh... Hershel? You do know he has four of them, right?" :P I also choose to believe one of them is sick or something to explain that line.
But really, it just comes down to them not being important to the story and so Telltale didn't include them. It's too bad. It'd have been kind of cool to put a voice to Maggie, Arnold, Billy, and the rest of the litter.

thats why people have middle names. I went to school with four John Smiths, two of them had the same middle initial and we had to call them big and little.
Wait wait wait, so you're saying you thought there were two men named Hershel Greene that both own a farm and have a son named Shawn?
Because reused Katjaa's model didn't look like Maggie.
It's a possibility that they weren't in the house or even at the farm at the time.
