Doesn't confirm she's in S3, but it's hinted at, a little.
It's just their speculation, that article was published in July before episode 5 and Clementine's fate at the end of season 2 was unknown at that point.
We now know that she made it to the end of season 2 so it's highly likely that she will be involved in season 3.

In a IGN interview (from around 5:40 in the video below) Robert Kirkman says that he is in talks with Telltale writers and they are talking about the timeline and restrictions so it sounds like Clementine will be involved but we don't know yet whether she will be protagonist or deuteragonist.

I would understand if they decided to change the playable character but keeping her out of the story for good doesn't seem to be a good idea for me.They could make her a side character so that our choices from season 2 truly matter and the "myClementine" thing will actually mean something since she could act depending on who we made her become in season 2. But that might be too difficult for Telltale to achieve. Anyway, I really hope that they will find a way to keep her in the story,I think many people would be disappointed if they didn't.

I read this interview too, and to be fair it doesn't really mean that she may be in season 3.It could simply mean that she is now ready for the world but we will never actually get to directly see it.Maybe Telltale meant that it was up to us to imagine what might happen to her next and how she's going to live her life from now on based on what happened in season 2. I hope I'm wrong though as I think it would be a terrible waste of potential to get rid of her like that after all that happened since season 1.
