Nate or Carver
Nate the cool, bad ass, red neck , trucker. Nate is a man turned monster by the ZA. He masks his sadness and anher through a crazy, fun persona to strike fear in others to protect himself.
Carver, the no nonsense ,social Darwinist, dictator who in anger turned any human emotion such as anger or sadness into an evil leader persona. He enjoys making others fall under his dominion and being the alpha male at any and all times.

Carver. Both characters are very interesting, but since we saw more of Carver than we did Nate, I'm going with Carver. He's still my favorite villain in all of The Walking Dead, including show and comics.

Nate. Seems the za made Carver. But Nate seems like he's always been the way he is.
I liked Nate's character a lot more than Carver's, so I choose Nate.
God, this is a hard choice due to me hating both of these characters. Hmm...I guess Nate.
Have not gotten to Negan yet in my readings of the comics. I know who he is, but I don't know that much about him. So until I get to him, I still say Carver.
What about The Governor? (show and comics)
Not trying to shit on your opinion, or anything. It's just kinda hard to believe.

The Governor was a great villain, don't get me wrong, but Carver fully embodies what this world turns people into, a person consumed by the power given to him without essentially a care in the world other than his survival. The T.V. show Governor never really lost that last part since he did seem to care for Lilly and her daughter Megan in Season 4, showing that The Governor still had a sense of humanity in him while Carver seemed to have lost it all. Carver was too far gone (pun intended).

EDIT: Although, Megan was a replacement for Penny. A second chance if you will. I think his humanity was completely gone when Penny died. But when he saw Megan, it gave him more hope than humanity, you know? I mean where was his humanity when he chopped Hershel's head off?

I hated how the show made him this good guy. His character was completely inconsistent and didn't feel like The Governor
Not sure what the question is about these two, but I'll just choose who I like more. Gotta go with Carver on this. Michael Madsen portrayed him extremely well and had nothing but interesting dialogue to quote every time he was on screen. Unfortunately for Nate he just didn't get enough screen time, but I do like him as a character.

HAHAH that's literally how I perceived it, if that's what you were going for.
I'd say Nate. He actually made me laugh at some things he said and actually began to trust him during the shoot out. Especially if you choose to draw the gun on him. Then he makes quite a genuine apology.
The only thing Carver has going for him was he was blessed with the voice of Michael Madsen.
Pretty true especially evident in Episode 3. If Madsen hadn't voiced him he would be pretty forgettable.

But for some reason as well, Carver kind of reminded me of Buck from Far Cry 3 but probably because a Kill Bill reference was made in that game.
Definitely strikes me as a Merle character
I think if Telltale wanted to they could turn Nate into the next Vaas or Merle except not make him an antagonist.
I suppose I'd have to choose Carver. I'd feel a wee safer around Nate cut you wouldn't have to walk on eggshells all the time
