Cutting his hair actually seems pretty logical. A strong enough walker could easily grab his hair, and I think in Season 1 a walker tried using a brick to get through glass.
And seeing Rick without the beard and wearing a police uniform reminds me of his appearence in Season 1 and 2.
At first I was like: "Why the hell would they have Rick shave?"
But as the episode progressed, I began to become adjusted to his new look.
… more Though I do have to admit, I don't see why they had him cut his hair.
I think he should have either shaved his bead and kept the long hair.
Or cut his hair, and left the beard.
As either one would've been a good look in my opinion.
I just hope they don't have Daryl get a shave and a haircut.

If Rick cutting his hair is such a logical choice, than why hasn't Michonne cut her hair, as her hair is the longest of anyone in the whole group?

I think it was a good move, on the part of the writers, that Chuck was the one to give Lee such advice.
It showed that he had something to contribute!
And that he did care about Clementine, even though he had just met her.
He cared enough to be honest with her, and then advised Lee on what to do, so that Clementine could learn to fend for herself when the time came.
You know something that I found strange, is that during that 2 month period at the motel, that neither Lee, nor Kenny's hair had grown longer?
Lee's beard did change somewhat over the course of Season 1, but his hair remained the same.
Also Kenny, his hair was still the same length, and his beard was not shown to have grown any.
Now I'm not saying that Kenny had to be fully bearded, but it would've helped add to the realism, if his stubble was shown to be heavier as the game progressed.
Also, after the 2 month skip between episode one and two, Larry still looked the same.
His hair wasn't longer, nor was his beard any different.
He still had short hair, and a 5'0 clock shadow.
Honestly, I think if the appearance of these characters were to have changed during the game, I think it would've not only have been a good sense of realism, but also an excellent way to symbolize each one's own personal journey.

It is kinda jarring to see Rick without a beard, after getting used to seeing him with a beard after so many episodes. Also, Andrew haven't aged much since 2010.
Maybe it has less to do with what's safer and more so to do with looking how he was back before the ZA. Maybe Rick prefers his short hair look, but never gave it any thought to keep it kept until possible. Not only would it be his preference, but it would now match the constable look of authority (the writers thinking ahead). Michonne and Maggie may just have their own way of dealing with their long hair since they have enough experience with it both before and after the ZA.
