Modern day, but it doesnt really matter in the context of things
From what I saw so far,I think it’s more in the early 2000’s than modern day.

The comic take place in 2004 I think. Whatever the year it was first published.

Actually , the comic ZA started in 2003 so in the game it started too. In the Show i think it´s 2006
I think it's 2003, that's from what I know anyway.
Maybe,because I haven’t seen any sign of modern technology in The Walking Dead so far(like computers for example,except for Doug’s determinant laptop,which I think was modern tech at the time).

The game starts in 2003 since that is when the ZA starts in the comics. But where it is now in the series I am not sure, maybe 2006 at the latest.
The show exists in a different universe than the comics. The comics start in 2003 whereas the show started much later, hence Glenn's reference to Portal doesn't matter in context to when the game takes place.
Still,him referencing something like this means two things : First,he was an enthusiastic gamer despite him having such a tiring job.Second,the game was already old that he just tried in his free times.And I think Glenn has the same personality in both show and comic book version.
i think it could really take place in any part of the 2000's. However, in The Rise of the Goveror novel, Facebook and Twitter are mentioned, so sometime after 2008 I'm guessing.
The Governor novels aren't canon to neither show nor Comics. They form a kind of hybrid...thing.
I have made a timeline once, and if I didn't make a mistake, it's December 31/2005 at the end of Season 2.
However, many time periods can only be guessed and/or are determinant.

They are 'official' because they bring in money.
Neither Kirkman nor the author of the books gives two shits about the canon.
Not going into detail, but the tapes in Crawford and the railroad map give you June 20, either 2003, 2004, 2005 or 2006, proably 2003 as it's when the comic started. All before times of Twitter :P
Also, in the game and show it's clearly mid-Summer when the outbreak starts, in the books however it's November (or fall at least).
There are more inconsistencies to be found if you just lool closely enough.
Now, the main story points could still be canon, but many smaller details are simply inconsistent with the comic/game canon. The books aren't even canon to the show, it's also Summer when Rick awakes.
So these novels are just there to fill some gaps in the story.
