Negan set free? It seems like a plausible theory, seeing as he's now short-haired and fitted with a clean shaven face. Or could this mean a little more than what meets the eye? Could the beard-less face and haircut symbolize that Negan is back in action, like he was before?

Yeah, it most likely symbolizes the old Negan coming back with the opportunity to escape.

"opportunity"-This means that Negan wont escape but will be given an opportunity.But the question is,why would Rick need Negan?
Gonna guess what Tolispro said, maybe Rick or the others need Negan's help on something. Or maybe it's a hostage exchange? I don't know the full details on what's going on in the comic at this point. Do they have anymore enemies out there or anybody that'd be interested in wanting Negan back?
Yes,a new group called "the whisperers" appeared in the last issues.They cut the skin from the walkers and wear it so they can walk with them unnoticed.

Carl should have killed him when he had the chance at the end of All Out War. Nothing good is gonna come from him being set free.
Form the looks of it, he hasn't mended his "evil" ways and his attitude towards Rick and Carl have remained the same over 2 years (I think). So yippee! more conflict.
The illustration should have shown a huge scar on his neck oh well.
