He also Survived Much Longer, and Understood what needed to be done so him and the rest of them could live, Lee never saw that.
Lee, Since he was the one who trained and taught Clementine everything she knows and she was able to outsmart and beat Carver. I would also argue that Luke is smarter than Carver too.

Its hard to say as we don't know what career Carver had before the apocalypse happened. However, I would go with Lee because he had a good job before the apocalypse as he was a university professor teaching history. He is wise, reasonable and tends to display good knowledge throughout Season 1. Nevertheless, Carver is still clever, however, in an opposite way to Lee as he is cunning, causing him to be intimidating towards other characters

They are probably pretty close. Lee died because he cared too much. Carver died because he cared to little.
