Should Telltale allow people to create custom games?
You know on Steam there is the workshop that allows people to mod certain games. A great example is of a group of people that re-mastered Half-life one. They took the original game, and made a beautiful remake. I think it would be awesome if Telltale had something similar. Allow people to create original content using the telltale gaming engine, and then sell it (or for free) through telltale. Sure there would probably be a lot of crappy games, but I think some dedicated fans could do a fantastic job. I personally would love to see some people make their own Walking Dead lore based seasons.

You can only use it IF you own atleast, ONE Telltale game.
Or make assets from let's say, TWDS2, to be available for use unless they buy the game.

It might be a good idea for them to release their engine for free, and do what the team at Unreal does. If someone produces a game that makes money, they get like 5% of the profits.

I'd love to (I can't mod for shit, but I believe a lot of people would do amazing job), however I don't think it's possible. TT has become one of the best selling game franchises, and their orginal comic style contributed a lot to this fact. Originality and creativity matter most. They are easily recognizable because of the successes they have accomplished, yet the valued originality wouldn't be their strongest asset anymore, no after they let people play with their engine.
I've thought about this before, and I would love to see Telltale release a user-friendly, simplified game/story creator where people can use currently existing assets (characters, environments, animations, etc) from Telltale titles they own on their Steam and/or Telltale accounts to make custom, user-created games (as opposed to sharing their internal "Telltale Tool" engine, which I doubt they would do). However, an unfortunate reality is that since Telltale makes games from pre-existing franchises, Telltale can't entirely be sure if the people who lend Telltale their franchises would be OK with users making custom story games with their franchises.
That being said, games like Disney Infinity, LittleBigPlanet, etc have become fairly popular as well and still manage to use characters from other franchises so who knows what could happen.
[EDIT: I updated the title to specify you were talking about "creating custom games" and not actually "modding" the game, as those two ideas are different and discussing actual game modifications is against forum guidelines. Obviously, this discussion is OK since we aren't talking about actually modding the game.]
I think in this case, they may have been proposing a more simplified "custom game/story creator" as opposed to Telltale releasing their engine. Obviously, one of Telltale's strongest assets is their writing, so I don't think Telltale would have to worry about "competition" from fan-made games that are limited to using assets from pre-existing Telltale games. That being said, as I elaborate in my post below, I'm unsure if the parties who lend their franchises to Telltale would be OK with people making custom games/stories with their characters.
Even though I really admire Telltale's writing, I wouldn't underestimate their fans. If given the chance, many of the talented people out there would set up their own team(for example, the project launched by the guys here, with voice acting and all), judging from the outstanding videos people can create out of Telltale Speech Extractor. As it's only a form of entertainment showing fans true appreciation and dedication, it does not change the fact that some of them could take some things way too serious and start to compete with TT. Personally I think that fan's works could be better than the original one (their level is really high though), although I would always value the original one more.

And I'm sure that releasing a smaller version of their engine isn't a bad thing. We got the Unreal engine, and the Unity engine. (The only engines I know that some AAA games use)
