There is more than budget, i'd say TT has gotten lazy. They're not AAA , ok , i get it , but would it really be that expensive , to have a voice actor record a few lines for episode 3-4 (Nick)? I'm not saying changing the entire episode every choice you make , but it feels like they are passing by with minimum effort.Stuff like the russians switching places and weapons feels cheap, as if the game wasn't made with enough care, it just pulls you right out the inmersion. They aren't trying their hardest imo. Maybe it has something to do with them having many franchises. Maybe it's about having a 1/3 of the staff working on each game (dunno exact numbers). I still think that S2 (and to an extent, Wolf) faltered a bit because it was the first time they took on the development of multiple games at once. Or at least, the first time they had two series ongoing at the same time on a rotation.
Before TWD, they had a considerably smaller workload since they didn't strike gold just yet. They might have worked on multiple projects, but they weren't releasing them side by side on a rotation. Nor did they have an upwards of 4 games in development: 2 ongoing, 2 in early development.
I think Tales and GoT are turning out well because they learned how to better manage the workload and development of multiple games at once after S2 and Wolf, and that gives me high hopes for the quality of S3 and future series to take a turn for the better.

You based your entire argument off of The Walking Dead: Season Two, which is well-known to have been very flawed.
