Well, considering the fact that most of the plot has been based on the relationship between Max and Chloe, it will be rather strange if Chloe stays dead for good (especially with Max's rewinding power).
I would love DLC or even a second season where we would play as various major historical figures who would have this reverse time power too. Playing as the founding fathers could be kind of cool and I'm not even from the USA.

Rachel might have been killed because drug's effect didn't last enough long, making her to see what she shouldn't had. Now why that drug might have not lasted enough long? Due Rachel also got the rewind power which might have been passed to Max upon her death (Max first used the power accidentally so she might have had it quite some time.)
Now let's say excessive use of rewind power is also too demanding to Rachel, it would explain why she eventually had to give up and die. She was too tied etc to do much anything before she had used her power too much at once. Captors might have taken this opportunity to take some pictures before disposing her.
