In terms of overall character, Clementine without a doubt.
In terms of who would win in a fight, Carl from the comics might have a slight edge, but Clementine would definitely kick the living daylights out of the TV Carl.
Agreed , I love the show. But TV Carl is just too chiill. I'm sure he's got some of his dad in him. Though we likely won't see that side till something kills Rick. Clem would bite his dumbass finger off,take out his knee and either Axe or shoot him right between the eyes! then say something badass like "You've been Clementized!"

She can fight bandits and walkers all by herself (Jesus, are you FUCKIN KIDDIN me)
She can lift her own body weight easily like when entering the forest right before meeting SAM and the bridge battle scene (She's only 11...even I can't do that)
She knows how to turn off a WIND TURBINE that no adult does (yeah you can give the same reason for every extra-ordinary thing she does "My mom is a DOCTOR and my dad is an ENGINEER")
She is really sneaky and she can turn invisible when she is about to get spotted (stealing the radio while TAVIA is on patrol)
She can kick down locked doors (by just putting some MUSCLE into it)
She can carry a baby with the same shoulder that got shot

It goes from his right eye, towards the edge of his face, so it just grazes his skull but doesn't actually crack it. He lost the eye though.
