How do we even know if Arvo himself was the one to cause the ambush, let alone plan it? That's like saying Clementine is the leader of the group because we play as her. For all we know, his other friends pushed the idea to ambush Clementine's group and had Arvo to act as a scout whether he wanted to or not.
