Another part may be that they just want to avoid uncanny valley with the nude scenes, or they could be taking a cue from the books which I hear do not rely extensively on sex scenes like the show does.

Telltale went with discreet and tasteful instead. No-one with any sense of maturity is going to get bent out of shape because boobs didn't feature.

If the answer is yes, then I would like you to please tell me how the game, experience or story are improved by what would essentially be, cartoon nudity.

Nudity in game would add to the general trend/authenticity of the show where we often see nude scenes present. By not having nude scenes we are essentially saying that the game is trying to tone down the adult aspect to cater to children.
For example. Suppose telltale got the backing for the walking dead by the author but decided that blood was too gruesome to show, or having someone get shot, stab a zombie in the head, or decaptiation was too much and decided to take that away from the actual game. It would seem like a watered down version of the show.

It fit for the Pudding & Pie in The Wolf Among Us, but otherwise, I feel like it was just fine how it was. Especially with the Morning After scene with Elaena & Rodrik. Maybe if there had been Whores in Essos that we saw in some back shot or easter egg or something, sure. But Nudity doesn't really add to a story's value.
I didn't come to play this game because of the chance of ass, tits, or a penis; I came to play this game because of the immersive story & the characters & getting to explore another interpretation of GRRM's series.
