Yup the original plan was supposed to be much more realistic, darker, and stay truer to Mad Maxesque theme, but at last minute they decided to change aesthetic and add in more humor into the game. Then BL2 took a step further and made it more cartoony and more humorous. Also, Lilith seemed to originally be both Tannis and Steele at once, and they broke both characters away from her and redesigned Lilith.
I never considered it cause I'm such a nerd for Borderlands, I just accepted that Sirens can only be females and didn't think much when they showed off Rhys' tattoos.
