The game is set in the comics universe, not the television series. So no.
Just because it set in a different universe doesn't mean that it can't be Clem's walkie talkie. The show has made some strange crossovers that didn't make sense and people don't really know about. For example, Tara is from the TWD novel "Rise of the Governor". And she's from a media that isn't known.
Aside from that, I believe that the show could make the Walkie Talkie Clem's if the wanted to, they have unlimited cannon powers(Dixion,white Gov,Terminus) and the timeline does fits. And no matter how far the show goes, it always alludes from the comics.( Terminus: Hunters,Claimers:Bandits, Wolfs: Scavengers). So, maybe Telltale did that to allude that it could be Clem's walkie talkie and the show may one day have a scene with the Walkie Talkie as a intro for Clem.
You do make a valid point. However, the closest they would probably go would be Glenn saying that he got it from a little girl as a reference. I doubt that they would do a full on "crossover" even with Robert Kirkman saying, "The door is always open for us". I'm sure they would want to remain its own thing but continue to give the fans nods to other things.
But if they do ever actually incorporate a game character well fuck me then.

Yes we know. But when asked about it, Kirkman himself said it's a possibility for them to bring in game characters into the TV show. But I personally doubt they will.
