Carley's death was emotional for me as she was my favourite character. It was all so quick and sudden and it took me a while to realise she was dead. Also Sarah and Luke's deaths were just so sad and tragic. I wish there were more burials for the characters. I feel like they need that respect.
Sarah's death hit me hard. The way she screamed, it was horrific. She was too innocent to be killed off like that. She never got a chance to show her true potential, and instead just died an idiot. I liked her, if she HAD to die, then it should've been at the shootout. Heck, if we saved her then she should've taken a shot at Natasha and kill her, then teaching her how to shoot would've meant SOMETHING.
The entirety of Katjaa and Duck's deaths. That is, from the talk/fight on the train with Kenny, to them all discussing what to do with him, to the actual deaths.
That entire sequence still hits me to this day. I'd actually go as far to say that this entire scene is more emotionally potent than the S1 ending for me.
S2 ending, leaving Kenny for Wellington. He gives Clem his hat, the thing he's had as long as we've known him (besides the necklace). A reminder of the man who chose to sacrifice his happiness/life/sanity to give these 2 kids a better chance. Loved it.
Besides that, the conversation Clem and Lee have on the stairs. Deciding whether Clem should come with Lee to Crawford. It was good, especially if you say her parents wouldn't be there, because they're good people since they raised her. The music and the moment was perfect for that scene.

The scene in the teaser trailer for episode 5 of season 2, where Clem talks to her parents on the phone, and they tell her they love her, cutting to her face when she's walking around in that blizzard, alone.

Both seasons are probably some of the most emotionally draining things I've ever come across, but id probably have to go with season 2 finale. Right after i shot Kenny i just lost it, it was pitiful.
The only death in Season 2 that got to me the most was Sarah's, especially since it was avoidable in both circumstances, but it happen because her friends around her did little to save her.
What's more, her death was also tasteless and mean-spirited. She was branded as a liability by most and was treat as such, especially by the narrative, but in a case of massive irony, several other characters (Nick, Luke, Kenny, Jane, etc.) had cause more deaths and created more danger to the group than an innocent 15 year old girl ever did, and yet she was an easy scapegoat by many.

Everyone has different opinions. I didn't find it emotional either. But some may have.
Even if it's not technically in the game, it's still a great choice. That entire ending segment is fantastic.
