Arvo's group attacked, he didn't, all his group members died, no one from the group was killed by his group, he was threatened by Jane then physically abused by Kenny even after he leads them to shelter and food whilst fully knowing he was harmless but yet chose to keep him tied up and was planning to leave him to rot in the unfinished building while he stole their truck. Mike freed Arvo and gave him the gun, he shot Clementine because Clementine killed Natasha, his sister who he didn't realize was dead when he saw what Clementine did.
