To be honest this thread on my second thought was about the opportunity to make a Kill Bill reference since Bill is voiced by Micheal Madsen. I eventually stuck to this one but yeah Carver is manipulative.
He probably heard about Governor and believed he could do something similar but just with this "brother and sister" community which is a farce.
