I think that Randy might've been asking that question in general, not particularly aiming it at Clementine. He might've wanted to know whether AJ was theirs or not, given that Jane is Caucasian-American and Clem's a kid—and it turns out, he's not actually theirs.

Oh, he certainly did. He could've even made her out to be less than eleven, because the lack of nutritious food causes her to grow slower/less. Canned food, occasional wild animals and berries are not exactly what I would call a healthy meal.

If a person acts older than they are, and Clementine's character does, people will often assume their older than they actually are.
Randy was probably referring Jane, thinking she was the mom.
Given that Jane and Luke fucked in S2, and if she is still alive in S3, she could be pregnant with his "love-child." So some players could be seeing another baby come into the picture.
Personally, I sided with Kenny, as I did in S1. I had Clementine leave with him after they reached Wellington. So I'm looking forward to seeing what new adventure awaits them in S3.
