Huh, I just checked the Walking Dead Wikia, and it said he was 7 in Issue 2, but 13 now. The latest issue is 4 years into the apocalypse IIRC, so yeah, he should be 11. I'm thinking that someone changed the age on the Wikia, since I think anyone can. Also, if he's 11 now, I'm a little uneasy now when I think of what Carl and Lydia have done recently...

Negan appears after roughly half a year, so Carl would be 10 1/2 after AOW. Then there's a two year time skip, and the comics now are half a year after that. Maybe not entirely correct numbers, but you can fit it somehow.

Yes I meant I comics. Carl was 9 when Negan was going batshit on that war. Now he's 13 instead of 11. The TV Show I don't really follow much.
