Yeah. Luke was initially supposed to be wearing a cap and Nick wasn't. But they scrapped the idea later because Kenny also wears a cap and thought it would be weird if both leader characters wear a cap.
During early concept Luke and Nick where going to have each-others faces and Luke was going to be wearing a cap, like A-IBRAHIM0702 said they scrapped this idea due to Kenny also wearing a cap and possibly some other reasons.
This screenshot which was released before episode 1 of season 2 shows original Luke talking to Clementine when he still had the cap.
I also have the full version of the concept art with other characters which you might find interesting if you haven't already seen it.
They look creepy the current ones are better
IMO Luke (left) dosn't look to good, but Nick (right) is well done.
Luke looked so creepy like Nate. Glad his appearance was changed.

And ugh, that nose is untrustworthingly small! I wouldn't go within a mile of him!
Luke's hair texture is called luke_hairCap, if there's any further doubt that he was originally meant to wear a cap
Also, the episode 1 slide actually uses the model of Luke with the cap, although you can't see it, since the slide doesn't show Luke's head. It's the only remaining version of hatted Luke in the game. Sadly, there isn't a proper texture for the hat itself. You can sub in Nick's hat and hair textures and they actually fit, though.

They still used cap Luke on the episode menu for Episode 1, but only a low res model. Somebody was able to get a few pictures a while back and I saved them, so I take no credit [the second picture I think I found someplace else, but I can't remember where]. Like @Ozzyuk said the cap got swapped around with Nick's hairdo because of Kenny having a cap and I guess Clementine too; probably didn't want everybody having caps so just gave it to Nick instead. I think I remember that being brought up around Episode 2 at the time. Nick would've had brown hair too I think; not black like he ended up with.
