It would depend on the context of the choice for me, as I understand both of their perspectives, and both thought that they were the good person all along the series.
If Samantha or Norma were about to kill one of the other or one of the other's family member, I would stop them without a thought.
If it came down to both parties planning an attack on the other's crew, I would attempt to mediate the situation if given a choice. If not, I would side with Norma and try to convince her not to attack after having taken her side.
If the choice allowed us to kill one, I would let the timer run.

I was putting myself in the position that both of them are alive and we can kill one if we wanted to. I would attempt to save both if they were in a life or death situation, and if that wasn't possible, I have no clue how I would've reacted.

Norma,but only because she built a community,wouldn't call her much of a leader though. And Sam is just a scared kid who needs a little more time to mature. Really though,I'd pick Sam if its a who dies case. If they both live its Norma.

It would depend on the scenario, but probabaly Sam. I didn't hate Norma (Until she shot Zachary(Detirminantly)) but Sam just seems less hateable.

To actually answer your question, I'm not sure. Maybe I'd make separate saves for them like I did with Carley/Doug and Kenny/Jane, but I don't think I could really pick between them.

Might as well contribute to this while its on my mind.
I think the whole conflict of the Michonne DLC is a classic case of the hungry vs. the opulent. However, I think what divides a lot of people is neither side is just bad or just good: the good guys are the instigators of the conflict while the villains show some basic amount of reasonable behavior. Michonne, however, is a neutral party who just wandered into their territory minding her own business and ends up being mistreated by both sides. I don’t watch the Walking Dead TV Show but from what I can guess just by* literally* looking at her, Michonne seems like a tough black woman who is a bit uneasy to reason with at times, maintains a no-nonsense attitude, and shows little to no fear or acknowledgement of her enemies. So, she most likely has no problem setting the two sides straight so she can go about her way as soon as possible.
However, this is where things get complicated: Sam, the deuteragonist of the story, is a pretty, young, and pale serial thief and a consummate liar who not only drags Michonne into this mess, but encourages her to take a darker path and just kill their enemies; Norma, the villain of the story, is an aging, darker skinned settlement leader who attempts to negotiate with Michonne so as to have her help retrieve her stolen goods, but simultaneously insists on holding her in custody to get things done on her terms. Their respective brother’s, Greg and Randall, are much more traditionally good and bad: Greg seemed like an anxious boy who followed his sister into danger thinking that they’re the heroes, but didn’t actually have the heart to face it the same way she does; Randall is a brutal asshole and snide sadist who is openly the thug his sister doesn’t want them to be and loves getting under his enemies skin.
The general gist of the story is that Sam robs Norma, Norma lets her off with a severance package out of understanding for her family, Sam robs Norma again, Norma lists her as an enemy of the settlement, Randal massacres the nearby ferry, Sam robs Norma a third/greater time with Greg tagging along, Michonne and Pete intercept her message and confront them, then Randal shows up and takes all four to Norma. So, Sam is definitely the active cause of the conflict, while Norma didn’t do quite enough make sure it comes to an end out of reason. Interestingly, as demonstrated with their brothers, what ultimately makes Sam a hero and Norma the villain is their families: Sam is motivated by a need to protect and provide for her family, while Norma doesn’t always reign in her brother when he gets violent and thus, encourages the heroes to fight back and ruin her plans.
So, if I were in a position to affect how the situation plays out, I would side with Sam—by cooperating with Norma like Pete wanted to. Sam robbed her numerous times, so of course she has a right to be angry but because Sam has a family she's trying to support, I would try to get her off one final time before sending on her way, never to bother Norma and the survivors of Monroe ever again if she knows what's good for her.

Actually, I think it's a bit different then that. I think it's more like this:
Sam steals the first time, Norma lets her off with no consequences
Randall massacres the people on the ferry, who Sam and Greg traded with from time to time. From what Randall and Norma say, the people on the ferry were scavengers that killed the previous inhabitants of the ferry, and that Randall went down there to take care of them. On the other hand, Sam says that she trades with the people on the ferry. I assume the case is that Sam was trading with the scavengers, not knowing what they did to the previous inhabitants of the ferry. Ergo, she thinks they're just normal, innocent people. And maybe they were, to some degree. There were kids among the bodies on the ferry, who most likely weren't involved with what the rest of the scavengers did, but that didn't stop Randall from mowing them down, nor did it stop him from tying a guy up to a door and leaving him to be eaten alive. This is all speculation of course, so that might not be the case at all. But it sounds plausible with what information we were given.
Sam and Greg, who are nearby, watch/hear the massacre happen, which sours their opinion on Norma's community
Sam and Greg steal from them a second time, believing them to be nothing more than a bunch of greedy, murderous pirates based on what they saw happen on the ferry
Sam and Greg try to hide the supplies on the ferry, believing Randall wouldn't return to the ferry after what he did
Michonne and Pete show up to the ferry
Randall returns to the ferry, everyone's captured and taken to Norma

Oh,okay. I was under the assumption that Sam robbed Norma at least two times before because Norma stated she was a really good liar, which gave me the impression that they've met on several occasions. Also, Norma and Randall both give suspiciously specific recounts related to the ferry massacre, so I assumed that Sam wasn't lying at that point. The idea that the scavengers were wolves in sheep's clothing is an interesting take on it, though; gives both sides more credibility.
